Cyberpunk 2077: Phantom Liberty plunges mercenary V into a high-stakes espionage thriller set within Dogtown, a dangerous, lawless walled sub-district of Night City controlled by a brutal militia leader named Kurt Hansen. The story begins when the orbital shuttle carrying Rosalind Myers, the President of the New United States of America (NUSA), is shot down over the district. V is contacted by a mysterious and highly skilled netrunner named Songbird, who promises a cure for the ticking relic in V's head in exchange for keeping the President safe. This desperate bargain pulls V into a web of government conspiracies, proxy wars, and deep-seated political betrayals.

To navigate this treacherous landscape, V enlists the help of Solomon Reed, a dormant NUSA sleeper agent portrayed by Idris Elba, who has spent years hiding in the shadows. Alongside Johnny Silverhand's cynical commentary, V must infiltrate underground casinos, decode corporate intelligence, and make agonizing moral choices where loyalty is rare and survival is never guaranteed. As the mission nears its climax, the fracturing bond between Reed and Songbird forces V to choose a side, ultimately unlocking shifting narrative paths that lead to multiple distinct endings, including a brand-new conclusion for V’s base game journey.
